North Las Vegas City Council approves municipal contracts, celebrates school achievements and honors local community leaders

The North Las Vegas City Council convened for a regular meeting on Sept. 2, addressing an array of business, including infrastructure investments, public safety agreements, school district performance updates and community recognitions.

Mayor Pamela Goynes-Brown presided over the meeting, which opened with an invocation delivered by Pastor Jerry L. Paige of Greater Faith Baptist Church, followed by the Pledge of Allegiance led by student council candidates from Johnston Middle School. Paige highlighted ongoing church renovations, youth programming and homeless outreach efforts in downtown North Las Vegas.

Council member reports and community outreach

Council members shared updates on recent civic events, youth outreach initiatives and public safety milestones across the city.

Councilman Isaac Barron reported participating in the Clark County School District Bright Futures Community Walk at Mojave High School on Aug. 25. Barron also announced plans to organize a youth fishing trip to Sunset Park Pond using traditional cane poles and invited residents to the 6th Annual Hispanic Heritage Month Celebration scheduled for Sept. 19 at Craig Ranch Regional Park.

Councilman Richard Cherchio highlighted the Aug. 26 meeting of the Veterans Community Commission, noting North Las Vegas remains the only municipality in the region with a dedicated veterans commission. Cherchio also reported attending opening night for the Citizen’s Police Academy at the North Central Area Command, commending Police Chief Jacqueline Gravatt for graduating nearly 40 new police cadets. Additionally, Cherchio praised Parks Department staff for ongoing revitalization efforts and upcoming pool renovations at the Sky View facility.

Mayor Pro Tem Scott Black provided an update on his Aug. 19 tour of the Garnet Valley Apex water and sewer system on behalf of the Southern Nevada Water Authority Board. Black detailed the $800 million regional infrastructure investment employing more than 1,100 workers at prevailing wages, emphasizing that advanced sewer treatment capabilities would generate critical return-flow water credits for regional conservation. Black also reported participating in an Aug. 22 youth bike ride at Craig Ranch Regional Park and attending the Aug. 27 ribbon-cutting ceremony for Visions Park, which added 99 parking units.

Councilwoman Ruth Garcia-Anderson highlighted her attendance at the Aug. 20 graduation ceremony for Judge Courtney Ketter’s Y.O.U.T.H. Court program. Garcia-Anderson and Black also joined 350 volunteers at Three Square Food Bank on Aug. 22, packing approximately 54,000 meals for Southern Nevada families.

Following reports, Goynes-Brown led the council in celebrating Cherchio’s birthday.

Business spotlight, library proclamation and veterans honor

The council presented several recognitions highlighting local healthcare, public libraries and veteran support programs.

Barron presented the September 2026 Business of the Month award to Hope Christian Health Center and representative Steve Flores. The federally qualified health center grew out of a 2011 mission trip to Haiti and logged over 32,000 patient visits across the valley in the past year, utilizing mobile medical units to serve Spanish-speaking families.

Black read a formal proclamation designating September as Library Card Sign-Up Month. In Fiscal Year 2026, North Las Vegas public libraries circulated 635,702 items, hosted 866 programs and recorded 20,259 attendees. Library Director Forrest Lewis and Deputy Director Shelly Alexander introduced new 80th-anniversary cards, fundraising merchandise and mystery trading card packs.

Goynes-Brown and the council also recognized the Quilts of Valor program for its support of the North Las Vegas Veterans Treatment Court. Volunteer quilters hand-craft quilts draped over veterans during court graduation ceremonies, having distributed 327 handmade quilts across six valley justice courts over the past year.

Redevelopment Agency actions and municipal approvals

Garcia-Anderson temporarily convened the North Las Vegas Redevelopment Agency meeting. The board approved regular meeting minutes from Aug. 5, 2026 and granted a waiver of public utility easement requirements for the Downtown Redevelopment Project along East Lake Mead Boulevard between Glider Street and Las Vegas Boulevard North.

Upon reconvening the regular City Council meeting, council members approved the agenda and consent calendar, authorizing multiple operational contracts and expenditures.

Approved consent items included an updated municipal investment policy adding federal agency and government-sponsored enterprise securities to the city portfolio. In public safety actions, the council approved a purchase agreement with LN Curtis & Sons for fire department piston intake valves not to exceed $61,880, authorized up to $500,000 under an interlocal agreement with Lincoln County for alternate inmate housing for the North Las Vegas Community Correctional Center and approved a $364,930.50 third lease amendment with Cheyenne Owner, LLC, extending the Police Department Detective Bureau office lease through May 31, 2028.

Operational and public works approvals included a $141,460 contract extension with CCS Facility Services-Nevada, Inc. for custodial services through Nov. 30, 2026 and Change Order No. 4 with American Pavement Preservation, LLC, allocating $1.5 million from the Tax Override Streets Fund for roadway crack sealing through June 30, 2027. Additionally, the council approved a professional services agreement amendment with Cheyenne Civil Consulting, LLC, extending its contract to Dec. 4, 2027 and increasing total compensation up to $200,000, authorized a $58,535 equipment purchase with James, Cooke & Hobson, Inc. for a replacement mixed liquor return pump at the Water Reclamation Facility and approved right-of-way vacation VAC-04-2026 at East Lake Mead Boulevard South and North 5th Street for an in-line retail project.

School district updates highlight academic growth and safety

Clark County School District Region 1 Superintendent Lindsay Tomlinson introduced new local principals, including Rajul Edmond at Cahlan Elementary, Jensie Ogiela-Stroh at Lincoln Elementary and Tamera Bonica at Priest Elementary. Tomlinson presented district survey data showing positive trajectories in student safety and school connectedness across all grade levels.

Cram Middle School Principal Gary Bougash detailed academic achievements across North Las Vegas schools. On Smarter Balanced Assessments, Cahlan Elementary School recorded a 9.9 percent increase in English Language Arts, a 10.3 percent increase in math and a 12.9 percent increase in science proficiency. Lincoln Elementary School launched its “Pride House” community building initiative, while Richard Priest Elementary School saw 25 percent of English Language Learners achieve academic language proficiency—15 percentage points above the district average—earning the school the Nevada Multi-Tiered System of Supports (MTSS) Diamond Implementation Award.

Tom Williams Elementary School also earned Diamond Level recognition for effective MTSS implementation. Meanwhile, Jim Bridger STEAM Academy received the 2026 MTSS Platinum Implementation Award, and its mariachi ensemble earned an invitation to perform at Carnegie Hall on June 10, 2027. Cram Middle School hosted alumnus Jeremy Bernard, recently drafted by the Pittsburgh Steelers, to speak with students, while Mojave High School received the 2026 Nevada MTSS Silver Implementation Award.

Responding to Garcia-Anderson regarding adjusted school start times, Bougash reported higher middle school attendance under earlier starts, while Tomlinson noted positive feedback regarding the 8:30 a.m. high school start time.

Municipal board appointments and executive reports

Goynes-Brown appointed Melinda McDuffie to the Library District Board of Trustees for a term ending Nov. 30, 2026 and appointed Cynthia Dunn as an at-large trustee for a four-year term.

City Manager Micaela Moore recognized Parking Services Supervisor Javier Lomeli as Team Member of the Month and detailed a recent ride-along with Fire Station 53 crews. Moore praised the Information Technology Department for resolving 1,661 service tickets during July and announced registration for the Oct. 2 “Glowtoberfest: Gears and Goblins” event at Craig Ranch Regional Park.
