North Las Vegas Council approves $8.3M public safety contract, infrastructure investments and labor agreements

The North Las Vegas City Council met on Wednesday, Aug. 19, approving a series of municipal investments, infrastructure contracts and labor resolutions while receiving feedback from state lawmakers regarding legislative transparency.

Mayor Pamela Goynes-Brown presided over the meeting alongside Mayor Pro Tem Scott Black and Councilmembers Ruth Garcia-Anderson, Richard Cherchio and Isaac Barron. Proceedings opened with an invocation by Black and the Pledge of Allegiance led by Somerset Academy sophomore Alanna Williams.

Lawmaker raises concerns over legislative process and settlements

During the initial public forum, Assemblywoman Daniella Monroe Moreno, representing Nevada Assembly District 1 in North Las Vegas, addressed council members regarding city administrative procedures. Drawing on nearly a decade of legislative experience, Monroe Moreno emphasized that sound public policy relies on open process and expressed reservations regarding how the city handles Bill Draft Requests (BDRs) for upcoming legislative sessions.

Monroe Moreno urged the council to hold dedicated public briefings on any BDRs the city intends to submit to the Nevada Legislature before formal authorization, arguing that residents deserve to understand what policies their municipal government advocates for at the state level. She also raised concerns regarding a $100,000 legal settlement listed on the consent agenda, requesting that the item be pulled for a standalone public hearing to provide greater transparency to taxpayers.

Despite the request, the council approved the agenda as presented—with one land-use item withdrawn by the applicant—and unanimously passed the consent agenda following a motion by Black.

Consent agenda authorizes major public safety technology and city contracts

The approved consent agenda authorized several significant financial expenditures, municipal agreements and capital improvement allocations across North Las Vegas. Among the largest allocations was an $8,344,004.61 cooperative purchasing agreement with Axon Enterprises Inc. spanning a five-year term with a five-year renewal option. The contract provides the North Las Vegas Police Department with new Tasers, patrol drones, related equipment, specialized software and comprehensive training services.

Council members also formally approved the $100,000 legal settlement with Katherine Von Arx to resolve a pending litigation matter, funded through the city’s Self Insurance Fund, while delegating the authority to prepare and submit 2027 legislative Bill Draft Requests to the City Manager or her designee.

Additional administrative approvals included a three-year, $629,854.60 license and maintenance agreement with Tyler Technologies Inc. for the EnerGov Permitting and Land Management Suite software, as well as an interlocal agreement with Clark County securing $688,907.45 in 2025-2026 HOME Investment Partnerships Program funds for the upcoming program year.

In facility operations and corrections oversight, the council accepted a statutory report on in-custody deaths at the North Las Vegas Community Correctional Center covering January 1 through June 30, 2026, pursuant to state law. The city also approved a three-year contract not to exceed $860,250 with Brady Industries of Nevada, LLC for operational and janitorial supplies and an $82,888 roofing agreement with Commercial Roofers Inc. for the Fleet Division Garage.

Council funds multi-million dollar road, drainage and utility projects

Capital infrastructure and utility maintenance formed a central pillar of the meeting’s approvals, highlighted by a $6,698,060 cooperative agreement with the Nevada Department of Transportation for the design and construction of the Civic Center Drive and Alexander Road project.

In utility enhancements, the council awarded Bid Number 1778 to Tab Contractors, Inc. in the amount of $1,639,200, accompanied by an additional expenditure of $1,059,773.80 from the Utility Enterprise Fund, to execute the Carey Avenue 36-Inch Water Main Corrosion Protection Project. The city also authorized contracts for the Water Reclamation Facility, including a $321,602.97 amended agreement with GEA Mechanical Equipment US Inc. for centrifuge repairs and a $281,270 agreement with Carbon Activated Corp. for granular carbon changeouts.

Transportation and flood control projects received substantial funding boosts as well. Council members approved Amendment No. 2 to a professional engineering agreement with C.A. Group, Inc., increasing design funding by $380,000 to a total of $1,865,293 for the Las Vegas Wash Cartier Channel Project, funded through the Clark County Regional Flood Control District.

The city also authorized two Regional Transportation Commission of Southern Nevada agreements: a $100,000 interlocal contract for the Fiscal Year 2027 Arterial Reconstruction Assessment Program and a $150,000 design funding increase—bringing total design funding to $965,000—for the local School Safety Improvements Project. Additionally, the council granted final acceptance for maintenance on the Tropical Parkway and Walnut Road drainage and roadway improvements project and approved a land-use application by Westwood Professional Services, Inc. to vacate a portion of a Bureau of Land Management right-of-way for a detention basin.

Labor grievance resolved as police department expands

In public hearings, council members approved two Memorandums of Understanding with the North Las Vegas Police Officers Association, amending collective bargaining agreements for both corrections non-supervisors and general police officers through June 30, 2027. Human Resources Director Wilson Edgell explained that the revisions resolve a formal union grievance filed against the city in January 2026 regarding employee options to opt out of the city’s health benefit program.

During administrative reports, City Manager Micaela Moore highlighted historic growth within local law enforcement ranks. Moore announced that the largest academy class in city history was graduating 42 new recruits, including 39 police officers and three corrections officers. The graduating class represents a diverse cohort that includes 14 military veterans from all four armed service branches, 16 bilingual officers, three transfers from the Clark County School District Police Department and four recruits born and raised in North Las Vegas.

Garcia-Anderson also highlighted departmental momentum, noting her attendance at the city’s inaugural Lateral Police Officers Swear-in and Badge Pinning ceremony welcoming eight veteran officers to the force.

Councilmembers highlight community events and local development

Elected officials shared updates on local quality-of-life initiatives and neighborhood developments during council reports. Barron commended parks staff for hosting the Craig Ranch Splash Bash and highlighted recent youth events, including a Back to School giveaway, a youth fishing activity at Craig Ranch Park and school kickoff visits alongside State Superintendent Jhone Ebert at JD Smith Middle School and Hayden Elementary School. Barron also praised the Aug. 16 opening of the Alonso Medical Center.

Cherchio reported on a recent neighborhood watch meeting in Sun City Aliante and noted his attendance at the Southern Nevada Development Coalition’s inaugural luncheon, which drew 600 regional leaders. Black announced the upcoming United Way and NV Energy Project Reach Senior Expo at Aliante Casino, designed to provide utility assistance to seniors aged 62 and older, while inviting residents to participate in the Neighborhood Recreation Center bike club.

Mayor Goynes-Brown shared remarks following her attendance at the morning Veterans’ Court graduation, commending participants for securing a fresh start in the community. Concluding administrative announcements, City Manager Moore encouraged residents to vote for Craig Ranch Regional Park and Silver Mesa Pool in the annual Best of Las Vegas awards and invited the public to the Taste of Skyview event at Skyview Multigenerational Center.
